How do you put a constant message on the opening page

I would like a opening paragraph in the top center of my site that rarely changes. Is there a standard mechanism to do this? Can it be html so I can add pics? I don't see a block to accompish this. What am I missing?

Go to Admin panel, system->blocks, at the bottom of the page, you can create a new block with your own content, and place it where you want it to be.

Just another newb, I'm wondering, the block contents can be straight html, and the block will act just like the others once created right ?

It just seems way to easy after my theming haslles.

Yup it is really that easy. If you look at
http:\\etonacademy.obscorp.com
that is exactly what I have done. All of the center blocks are static HTML. The only appear on the front page, but you could set that ad hoc.

I came with the exact same question here, and I had already created a block for a welcome message. However, it doesn't show up till I log in. What have I missed here?

...still learning my way around...

Try the About module..
It's a great module to show a 'first page' (editable) in Xoops..

You need to go into admin panel, system->group to give everyone access right to this block.

This would be the anonymous group that specifically needs access to the block in order to see it prior to logging in.
