You will have to hide the XOOPS main menu and make a multimenu set that has the equivalent links. Then insert code into your theme.html to generate a horizontal menu that has drop-down submenus. It can be done. See my test site barryc.net. The drop down menus don't take advantage of CSS but they do work (remember they are just test menus).
I had help from blueteen on how to do this. It is a very long thread, but you'll find info in it on
this one. If you wade through all those discussions you should find the information. I'd try to be more directly helpful, but I don't use such drop downs on my live site so I would need to refresh my memory too. If you can't find the information, let me know and I'll try to help.
