I was currently having a problem with the newest CBB then found that the problem was that I had XOOPS 2.0.13.2 not a XOOPS 2.2.x version.
Just use correct version of CBB for your XOOPS - 2.15

Now I have a good amount done on my site (not completely done with it though) and am wondering why there are still updates to 2.0.x XOOPS when there is 2.2.x Xoops.
Because only 2.0 is stable branch, 2.2 have bugs-compability issues on the modules level and can be used only brave geeks for toys, not on production sites

Does each of them have their own benefits?
Yes, 2.0.13.* just works, 2.2.x have bells and whistles... and buggy code

Would it be as easy to update from 2.0.13.2 to 2.2.3 as it was to upgrade between 2.0.13.1 to 2.0.13.2?
No, you can't easy update from 2.0.13.2 to 2.2, because:
- there aren't update script from 2.13.2 to 2.2.x
- update script exist only in 2.0.13 - 2.2 direction (2.2.0, for which you'll have apply hotix and 2 patches+full install in order to get something "last in 2.2.x")

P.S I know that 2.2.3 is not officially out yet but I was just curious of the whole 2.2.x series.
2.2 haven't future and will be sent to trashbin, read Scalpa's artlice
