http://www.albanycc.org.nz/ uses one of modified 7dana themes (you can try these themes from Themes Library), Michael (aka StudioC here) I suppose, can comment own themes without my help.

AFAIS - you can't assign only one group as approved (I use default News, in 1.21 it can be changed) for posting news.
But you can disable anonimous posting and "auto-approve" - after it you'll approve only these news, which you want to see on site and discard all other

It can be pure speculation, but - I have imagination, what
- if XOOPS timezone setting are real timezone, where host is located
- if each user on registration stage write his/her timezone

all newbb timestamps will be shown to every user already translated to localtime

For example, my localtime is now 07 Dec 11:04, I see your posting dated as 2004/12/7 9:32:56, but I know and I'm sure - it can't be your TIME in PST, it seems as my TZ (GMT+05)

You have to do 2 things
1. Write entire artilce in first section (introduction text) and nothing in "extended"
2. Select "News" as module for main page (in Administration - System- Site Configuration)

It's offtopic here, sure, but - eZ parthners offer ezPublish hostings, and my main reason contra eZPublish is: "You have to hire full time pure OO-PHP guru-developer, if you want to build and maintain own good site and a lot of time before site will be created and launched".
eZ is power system, but mainly for developer, not for customer (can't formulate the more precise assertion on the fly, but even in this form it's mostly true, if we'll forget about some details)

I can't agree with it - it's CMS from another class. Totally another. More "developer-oriented", than "end-user".
It's not "*Nuke-style" block-based tool, but "...Try to grok it (hardly) before and build site from scratch after..."
It lacks also good docs (but you can buy book for 57 Euro).

Resume - it's good system (from some sides, which XOOPS lacks - real workflow, real versioning of documents), but not comparable with observed by Mith at all
