Your screenshot shows that it was XOOPS 2.0.13.2 that you were upgrading from. There are extra actions you need to take when upgrading from versions earlier than 2.0.14 - follow the instructions in the release notes that came with XOOPS 2.0.15.

You could try phppp's MediaWiki module. I believe it supports assigning a page to multiple categories, though I haven't used it myself. You could probably set the permissions so that only staff can create/edit pages.

XOOPS works with javascript disabled, just disable it yourself in your browser to see...

Popups and adding tags through the editor won't work, but that's what the person wants if they have disabled javascript. Why state the obvious?

I've never heard of a 2.0.15c - be aware that the only supported version of the XOOPS core is the one released through this site.

Modules are easy to install, just put them in the right directory and install from the admin.

It doesn't require hacking of XOOPS, just some well designed modules.

You need a good programmer with a lot of time.

Instead of general accusations why not just say what the problem is? Every module I've tried works fine with XOOPS 2.0.15.

I see in your list in the first post you include liaise, which is one that works for me.

So give a few specifics of what the problem is, use the FAQ which was posted earlier as a guide to what information you can provide, then maybe someone can help you.

XOOPS 2.0.15 has 1 confirmed bug which I think is causing some issues - an insertLine function from the form.php file, if I remember correctly (read it somewhere on this site, a search should find it)

This activation key issue seems to be common, but it's not confirmed by the core devs yet - at least, I haven't seen any posts by them about it so far. It's great that the people posting in this thread are alerting the core devs to the problem by using the bug tracker, hopefully we'll get some info about it soon.

For the problems with some modules and 2.0.15 I believe that is because those modules are bypassing the XOOPS API and directly manipulating core database tables. That's something you should take up with the module developers, nothing the core devs can do about that.

This is all info I've picked up by reading posts on this site, and following the core dev forum postings and SVN commits. For me XOOPS 2.0.15 works perfectly

The code I posted is the correct XOOPS way of adding script inside the HEAD.

The other way will work of course, but it's a complicated way of doing something simple
