Thought I'd respond to my own posting, maybe this can help someone else.
When I reboot I still continue to get the same issues, except when I altered one file a bit, and changed things procedurally.
I opened the Start.bat in the miniserver core, edited and saved file after changing the line with subst %disk% /d to subst %disk% /D (lowercase d to uppercase D)
Procedurally
I turned off my virus scan completely.
I went into the miniserver core folder and opened the START.BAT first.
I got a popup box that says "W/The server working on the disk w:\[http/127.0.0.1/a/]", which indicates the Apache is running. **IMPORTANT** do not close this popup, minimize it only. If you close it, it turns off the Apache.
I next moved over in the miniserver core folder and opened the Start.vbs. This brings up the Miniserver control screen. I then click on "Run MySQL Server"
I then pointed to my
http://localhost/xoops folder and it brings up my XOOPS homepage.
Note: I have all my files from the HTML folder from the XOOPS install package ver 2.0.5.2 installed in W:/WWW/Xoops folder.
A few things of interest...
If you click on the Start.bat file and the popup flicks on the screen and doesn't stay you'll have to reboot and start over. Someone may have some ideas on this, but I'm just rebooting.
When I shut down I use the /localhost/a/ miniserver control screen and click on the The server shut down (lower right corner) which is supposed to shut down the apache and the MySql, which appears to be the case.
It would appear that - In order to get the server back up again without a reboot you've got to make sure the MySQL and Apache Server are shutdown.
After you do a clean shutdown of the server from the Miniserver control screen you can go back into the core folder of the miniserver click on Start.bat again and it will restart the server.
