Is there an open source program like CPanel or Plesk available?

Not as fancy as cPanel or Plesk, but open source, is Webmin in combination with Virtualmin (http://www.webmin.com) is what is recommended on teh web these days.

Googling also reveals a product called DTC, but I haven't seen any reviews on that yet. Haven't really searched for those either tho.

With all my respects to webmin, it's more of a linux control panel and not a server CP (sometimes it's easyer to use a shell then Webmin).
Virtualmin is not such a good choice and is lake a lot of features for a webhosting app, and the pro version is not GPL.

The question relies much @ what distro you use (I assume linux/unix, but of course it can be also msXXit too) ...
I needed a CP for CentOS 3.5 so it was quite hard to find, but again - depends on your OS and installations...

Take a look @ ISPconfig - http://www.ispconfig.org/ , DTC is quite unknown to me too, there's also WEBcp (http://www.web-cp.net/) , syscp from http://www.syscp.de/ , VHCS from http://www.vhcs.net/new/ ... and Ispman ( http://ispman.net/ - not recommended )

And one commercial, but cheap and very interesting is ISPmanager from : https://ispsystem.com/en/

It's not Open Source, but it's not very expensive -about a hundred bucks

I have been using ISPConfig for over 1 year now.

They have unbelievable support and great howto's. This is the ONLY hosting admin solution I would recommend.

I think Plesk or cPanel is well worth the money. You can usually rent a Plesk license for $10-20/month.
