I'd like to try and fix this problem myself since I have to get this project finished for a customer. Could you tell me which file you modified in order to get the correct time zone?

I don't think so because this happened including for anonymous users - plus all the modules showed up twice on the "add new group" part of the groups page.

in cpanel - system - blocks - edit all blocks on right side
to show up only in first page

Most likely your account is in two groups that have admin rights to the modules you are seeing twice.

Thus if the account Joel was in the webmasters group and the "news moderators" group (a custom group you created for example), and both groups had amin rights to the news module, news shows up twice.

Check groups/permissions for the account you are seeing that behavior on.
