To test and improve the themes there are indications to follow, or is it possible to act freely?

Because we're in RC1 cycle, it might be too late to have a brand new theme included without much testing.
But if you come up with a Bootstrap 4 theme that is as good or better as the current xBootstrap, and the tests are good, then maybe it could be included. You would have to talk to Richard about it...

Xbootstrap is a great theme. Since it forms the roots of a lot of existing themes and templates, we really need a new theme to supplement it, not replace it. If that is xBootstrap4, I'm OK with that. If it is something else that blows people's socks off, that would be even better.
This is different from the earlier xbootstrap transition from bootstrap 2 to 3. The support for 2 disappeared, but with this latest transition 3 remains viable and supported.
Perhaps we should have xbootstrap4 and another new one?
Whatever we decide on, It will need to have support for the most commonly used modules, along with form rendering support as provided by Tad.
There is enough work required in this effort, I would prefer to plan on a 2.5.11 release to implement, rather than holding up 2.5.10 any longer.
