Can you make file check to make sure that you have all the files?

I have installed those modules:

News, NewBB, Mylinks, Who's Online, Xoopspoll, Xoopsmembers, eCal, IpBoard (but inactive for ages), WFSections, XoopsPartners, XoopsHealine.

Most of them are quite out of date, as I had Xoops 2.0.6 updated to 2.4.5 few days ago (but admin panel was working fine in that version). But after 2.5 upgrade I went into xoops_modules table in my database via PHPAdmin and disabled all except System module (set them all as 'isactive=0'). So at the moment only Admin module is active, with blank page still.

Function filter_var() exists from PHP 5.2.0.
I have 5.2.14.
But yes, it must be issue with my web server.

Try to set the blocks also to invisible.
Are you using english as site language?
Did you check database text field collation and the character sets used in mainfile.php and global.php (also as used in 2.0.6)?

there is an extension to PHP
"filter"
and everything works fine

problem solved
at least for me

@Neevor, Can you explain how you fixed your problem? I am also having the "Blank admin screen" issue and I have followed several thread here in the forums and still coming up blank.

Any "steps" to correct this problem would be helpful.

You will have to modify your server configuration. Add:
"extension=filter.so" to php.ini
