This is the closest I found to the question I have, so I'll start here...

I would like for some groups to have access to some avatars. Currently all avatars are available. For example, I'm trying to make a website for my battalion. I don't want a sergeant to have access to officer avatars (i.e. image of an officer rank)... much less should a recruit have access to it. is there a way?

To answer your question, no you can't separate avatars by groups. But, I plan on doing a lot of updates to the admin module in the near future and this will be one of the issues on the to do list.
