hi,
I am asking what can i use for my users to build one huge colection of mp3's grouped by genres, and let them to have a playlist with their favourite songs?

Search this site for xAsset. That might be a good start.

You could try Jinzora or possibly [url=http://www.pancake.org/zina/]Zina{/url]. Both of them are "supposed" to work with xoops. I've tried them with the 2.2 branch; didn't work out too well.

debaser by frankblack here on XOOPS is a great module. Currently it does not have the playlist functional. I believe he was going to be adding that to the next release of debaser. Not sure though as I haven't heard from him on here for a little while.
