Moderators on my forum must have the possibility to block ip's, or ban users from my site.

The only way I can see that this can be done right now is by giving the moderators some admin rights.
Otherwise moderators can only ban access to the forum but not to the rest of the site, and moderators can't get to the ban ip screen and ban users.

I don't know if I overlooked something, so anyone sees another way of doing this?

There is the Suspension option.

Every mod has an Admin link in the bottom right of the forum they moderate. Clicking on it will reload the page and on the top right there will be some options including 'Suspension'. This can stop a particular user from writing in that particular forum but it won't stop them from logging in or browsing the forums.

Yes, that exactly is my problem, the moderators can only suspend access to the forum, but the user can login and go to the chat or any other installed module where they can place comments and so on. So as admin I am normally the only person who can suspend users for the whole site, but I'm not always 'around' and on one forum site (alohaspirit) I want (in the future) do only the admin-work not moderating.

I create a new group, lets call it abusers.

Give the new group abusers limited access rights. They can log in but with restricted access.

When I want to limit someone who is abusing the whole site I just put them in the abusers group. Problem almost solved.

If you are using 2.0.13 or < they can still abuse the PM system.

Now if we only had permissions for PM the problem would be solved.

Yes but then the moderators need 'groups' access, and can effectivly have access to everything on the site (by changing their own group to webmaster) which is why I think he's asking that he would like the moderators to be able to click a button or something to put the user in the 'abusers' group.

Yes that's why I'm asking.

On a 'normal' forum you assign the moderator status to someone and that's it.
With cbb the moderator has limited capacities and only on the forum.
And I don't want to give my moderators admin rights, then there is always the possibility that my whole site gets messed up.

Can anybody else confirm with the bug?

And submit bugs to the CBB bug tracker would be more efficient for us all.
