A notification settings for each user should be set for each member during subscribing them to a private forum.
However the notification routine should be modernized to set notifications on for all those who reply to a forum. Moodel for instance sets notifications on for all those who post, replies or visits a forum.
Forcing notification or setting a subscription within the Admin would be most needed. If the member for some reason fails to set notifications on for any particular discussion they are a member of, the admin can not see this, they would have to log on as that member to set notification.
Forcing notification should also be allowed at the admin level but groups or individual.

P.S. I think the notification routine needs to be overhauled. The notifications has inherent problems. php/bb has solved the issues with notifications - XOOPS framework, may have to scrap its the current way it tries to notify.
