I made a test again, and am sorry to say that the solution above is not the key,
the key is up to the setup for my sql server
if the default charset for sql server is latin1, then everything works well
if the default charset is utf- 8 ,then dead links come

I do not know why XOOPS can not support utf8 char set. :(

I got the solution now as belows:
please set up the attribute of the three directories separately under win system to make them writable step by step , otherwise the security attribute is not changed as you want ,
I have sovled this problem according to what I wrote above

just tried to use the ip address instead of localhost, but still the same problem-----------dead links as before :(

the same problem under win2003 iis 6 , php5, MySQL server 4.17, and XOOPS 2.0.9 beta.
can anyone solve such a problem?

I found every time when I run it , there are two files named %%20^200^200DC337%%theme.html.php and %%74^744^744285BA%%theme_blockleft.html.php respectively come out under templates_c directory, even if they are deleted.....
is this the reason that comes the dead links???

btw,
there was formerly only one file index.html under templates_c directory

yes, I am facing the same problem

even open user.php file, there are just two dead links ,one is login ,and the other is main menu, both dead ....

under
win2003 iis 6
php 5.0
mysql server 4.17
xoops 2.0.9-beta

I just installed XOOPS XOOPS 2.0.7.3 (zip file) , and all the process was successful.
but when I tried to run the system ,the following error came as below:
Parse error: syntax error, unexpected T_CLONE, expecting T_STRING in D:\downloads\kernel\object.php on line 528
how can I get rid of such a problem? thanks..
enviroment:
win2003 + iis 6
php 5.0
mysql server 4.17
