You problem is more problem of your PHP-settings, than XOOPS, and even with fresh install or another CMS you can get same headache.
Why not disable session.trans_sid totally?
Or play also with sessions management (session type and session timeout)? Currently your sessions haven't timeouts

Oh, I see - news blocks use different simplified flat style, not good at all

Well, as ususal "...it depends..."
Smarty (template engines in common) is good idea and power implementation of idea, but - it's one more language and one more additional layer for site from "bad side", but it simplifies (extremely) development and support of Smarty-powered big and complex sites... really simplifies... from "good side"

Where you have (and can) separate programming part of dinamic sites from presentation part
Programmer can know nothing about face, where and how his data will be used. He work only on tasks "get such data in these variables", and can't broke design
Designer designes pure design with "data slots" in it, and delegate non-design tasks to others

There are less critical errors, responsible person always known, visual redesign can be done more easy and fast.

Dirty idea...
you can create own block, which will include (I suppose)
news_index.html

This way you'll get News index page (which shows "Last N") entries, but - in separate block, which you can place on main page

Two choices
1. Any article manager, which supports at least 3-rd level hierarchy
- Category
- Subcategory
- Article

2. Any Wiki-module and write all trees by hand

I, personally, will choice second solution - it'll give me mor freedom in implementation
