Dunno if it works,
but I would try:

<table dir=rtl class="outer" cellspacing="1">
<tr>
<td><marquee behavior="scroll" direction="right" scrolldelay="50" scrollamount="2" onMouseOver="this.stop()" onMouseOut="this.start()">
<{if $block.full_view == true}>
<table>
<tr>

<{foreach item=topic from=$block.topics}>

<td><a href="<{$xoops_url}>/modules/newbb/viewtopic.php?topic_id=<{$topic.id}>&forum=<{$topic.forum_id}>&post_id=<{$topic.post_id}>#forumpost<{$topic.post_id}>"><{$topic.title}>&nbsp;.:.&nbsp;</a>
</td>
<{/foreach}>
</tr>
</table>
<{/if}>
</marquee>
</td>
</tr>
</table>

Goto admin, system, site preferences, general settings, and set "Update module template .html files from themes/your theme/templates directory?" to yes. Once your site has gone live and attracts a lot of visitors, you should turn this option to no. Enabling this option decreases xoops' speed.

good luck!

Maybe you can explain your problem a little bit more. Because I don´t understand it, and that is probably the reason nobody has replied yet.
English is not my native language. But I´ve never heard of sig. Do you mean your signature? I've never heard that the amount of text in your signature is limited. Webmasters can block some html tags in the posts here. Maybe you can't post a <img> tag here. I dunno.

Go to admin, system, theme. Find the template that is used to display the news articles, and remove the tag there. I believe it's called news_article.html. But I'm not sure. Once you removed the tag, you won't see this text on your page anymore.

You can also modify the language files. Find the quote in the language file and make it a different text.

There has been a lot of discussion about how to make XOOPS multilangual. Search the forums for it, and you will find it.
Keep in mind that there is a difference between multilangual XOOPS and multilangual content.
Try this thread for start.

Getting a 404 error on your page.

Well, if XOOPS installs without any errors, I assume you have every permission set correctly. Xoops2 should work with globals off. Your php and MySQL versions are okay. So I can't see any problems from here.
Maybe some module (not a core module) you've installed doesn't work with globals off...
Maybe someone else can help him/her??

Xoops should work with register globals off. I have no idea what your problem could be. Post some more details. Site url, webserver information.
If you drop all the XOOPS tables and delete all the XOOPS files and completely upload it again and run a fresh install, and you still cannot install xoops, it has to be something with your webserver configuration. Did you properly chmod all the files and directries?

Well there was a discussion about how to detect the current module in smarty.
Did some searching and came to this thread. You could use that if statement in your theme so it selects a different style sheet for every module.
I don't recommend modifying the core files, but with some playing with it, it is possible.

To me it sounds like you have reached your maximum disk quota. I've had this problem too. I created some free space on my account, updates some modules and everything went fine again.

Just go to admin, system admin, preferences. Add the html code to the footer by clicking on 'meta and footer'.

I also added my netstat icon by adding:
<a target="_blank" href="http://v1.nedstatbasic.net/stats?BLAHBAHBLAH"><img src="http://m1.nedstatbasic.net/n?id=BLAHBLAHBLAH" border="0" nosave width="12" height="12"></a>

Insert your personal code where it says BLAHBLAHBLAH. Note that i've resized the image. (I found it too big for my website).
