The block problem seems to work out now.

The editor problem is still there.
And module administration will still die quietly when modules give problems.

Which modules do you have?

The editor can be changed in the preferences of the modules that support other editors. Koivi, FCK and tinyMCE are good WYSIWYG editors.

The layout, appearance and looks of your site is dependent on the theme, the ordering is done by module and block configuration. (try 1000 themes)

You can add pages or content by a module like news. The modules user or admin menu gives you functions for that.

What was needed to go from XOOPS to impress CMS? (It's spelled in two words, because the forumeditor is narrowminded)
I guess not much.
Identifying these steps are the basics for a plan to a reverse transformation.
I hear always it should be compatible with each others modules and so, so it can be that you have only to restore a backup from the database in the fresh installed Xoops.
You could try this with XXAMP or LAMP on your own PC.

I assume you didn't install any modules?
Depending on the purpose of the site, you install the required modules. For article based contents there is for example the module news.
You may have a look in the module repository or with the module packs, which have a selection of modules for a certain purpose.
You can also look at some XOOPS sites and see which modules are used by looking to the name after modules in the URL.
So you see this forum is newbb, also a popular one.

Version 1.62, which I assume, is the latest.
I have also problems for activating the alternative editors, with News, while they are running with cbb 3.08. Despite the module News should be compatible with 2.3.0RC, apparantly it is not with the add-on.

What is the location of this svn?

I'm currently also testing 2.3.0RC . I have also no access to the forum blocks. In module administration, now the deinstalled news module is no longer showing in the list of installable modules. I don't know if the cause for this is in the article or news module.
I tried some extended error reporting on the loop that sums up the installable modules. The module object for news is created, but when load is called the script is terminated without error.
Extended error on article did show first a can't find file (was in an if for ! @ include), corrected that and then there was a complain for something like Error while loading: Non-static method XoopsLoad::load() should not be called statically.

In block administration I have the system blocks and the ones from formulaire , but not the others like forum.

/language/english/mail_template is yourxoopssite/language/english/mail_template and not yourxoopssite/module/contact/language/english/mail_template !

There are no mail templates for module contact!

The map mail_template is a map in /language/english/ .
It should also be present in /language/french/ with the same files in it. These files have the same, but translated content.

Module contact V1.6 doesn't use templates.
