I do not understand what you are exactly meaning with that wrong placement.
On XOOFOO, they look both to have the same disposition.
You can compare and edit the /themes/yourtheme/theme.html files to resolve the differences. Remember to add also the rules in the accompagning css file for the changed and added html tag names.

Forum moderators have to delete the SPAM posts or move the thread to a closed (for the public) part of the forum.
This way your forum is clean.
They pm then the administrator to ban the user. The administrator will also check regulary the new posts in the closed forum and check the deleted messages and ban the found users.
This is not an urgent task because the spammer is already gone and will not return the same day.
(Even if you would ban him when he is busy, you can't force the new permissions on him until he gets logged out and has to log in again)
So, no need to give user changing rights to the forum moderators.

Here on XOOPS is standard a captcha built in, which keep SPAMbots out from user registration.
For modules that do not have a captcha built in, you can implement the security image of DuGris.

It seems various paddings and border settings extend the colums. Try with setting them to zero.

Check your Apache logs for suspect access patterns in order to identify a security weakness of a module. Look also in the Protector logs. Follow the trails by IP number, date and time and browser signature. Loading the logs in a spreadsheet gives you the ability to easy sort on this.

It says it is closed for maintenance.
In the past there were problems, because the site was hacked, probably by an older not so secure module or by leaving to much permissions on the demoed functions, which lead to abuse.
So, when it reopens, it is not certain the demo will still be there.
Install eg XAMPP for having an internet server on your local PC, so you can demo it to yourself.

I think load balancing is not suitable for XOOPS sites. If set up right it could work. But I assume, it is better to avoid its use.
A simple shared hosting will do the job.
