Well, XOOPS have now 5 default placeholders for blocks. Do you have all used and added one more, or you just doesn't think about "move one placeholder into unusual location"?
Adding new placeholders isn't hard task, only editing and placing block in new location will be slightly tricky

If only real-IP changed, not hostname and you can assign (over internal DNS-zone or hosts file) any name to 192.168.* address

you can use trick "Answer on any host request, which reached XOOPS-site, with requested name"

Just edit one string in mainfile.php and write it as
define('XOOPS_URL', 'http://'.$HTTP_HOST);

(this way I have one site known under 2 different names to Net, and all internal links are changed according to requested hotsname)

Hmmm... Second solution - for News (first was for AMS).
Add (thanks to studioC) xf_newsmod_blocks module... and get 6 blocks, for every from which you can select
- Category(ies) to show
- Number of articles

If 6 blocks is too small number, adding more blocks can be done fast

XFGuestbook hack wanted

Now module have button for sending e-mail to message author. I want to get encoded mailto: link instead of button with java-script. Encode text isn't a problem even for smarty, I can't get user's email (stored withother message-data). RTFS contact.php doesn't help

Tried all guestbooks and can't find any, which have ability for user -reply to record in GB and have all replies in thread form.

Wrong localisation used by default for calendar

Standrard XOOPS localisation now for Russian is Win-1251, but at least in 2.2.3a class/calendar/lang/calendar-ru.js uses UTF8 encoding, which give unreadable texts in calendar.
calendar-ru-win_.js must be renamed to calendar-ru.js for avoiding problem... and better do it in distro directly
