I would like opinions or input if it would be safe to combine the 2 updates into one?
Take 2.0.13.1 and 2.0.13.2 "merged" and apply them as one update.
Yes I know, the updates should be applied as they are released. The road to updates has always had some "potholes" that I try to avoid!

Hey Peekay,
if what you need is just a server have a look at these 2 also:
SME Server at contribs.org
and
Clark Connect at clarkconnect.org
Both of the above mentioned are server "appliance" software. Once they are installed, all administration is done via a browser, or through ssh (like PuTTy).
SME is a hardened Redhat with all the usual features MySQL, PHP. Apache, webmail, etc.. geared towards SOHO and bigger.
Clark Connect is a simple home user oriented system.

can you double check the permissions? It sounds like the "webserver" can't traverse the directories. In my limited experience I have found that giving www:www ownership to the directories to be helpful.
My site uses 770 permissions for /uploads & /templates_c & /cache. The files are set to 644 with the exception of the security module changes and the mainfile.php which is 444.

Also, is debugging turned on? If so are you seeing any php errors?

EDIT: all other directories on my server are 750 permissions.
