I'm going to lose my mind! Can someone please tell me where I can edit this top "xo-globalnav" file??

It's against the purple background. I have dug through so many files I'm cross-eyed. It doesn't seem to be where it should logically be.

That seemed like the place to me too, but I changed it and nothing happened. I don't have cache enabled so there's nothing to clear. I'm stumped!
