I fixed this problem by opening the language/english/global.php
I commented out the UTF-8 charset and added the ISO-8859-1 and that got rid of the odd characters.

I logged in through cPanel and I'm showing that mainfile.php was missing???? But it was there on FTP, so I'm contacting the host. Something is weird.

I'm pasting the errors below, but what I have done already:
1. Checked mainfile.php for the correct root - it is correct. Everything was working, then one morning it wasn't working. This file was never changed. CHMOD is 644
2. I have checked the FAQ and forum posts and tried the suggestions.
3. I have contacted the host to see if anything has changed, nothing has changed.
4. I have re-upoaded mainfile.php and index.php in case they were corrupt.
ANY suggestions would be helpful.

The problem is that the field length is set to varchar 255. It needs to be set to text and clear the length in the database for the "Description" row in the table "[PREF]__PDlinks_cat"

I'm an idiot. I was FTP'ing to the old IP address....NO WONDER my changes weren't taking effect.
