What kind of problems do you have?
Which version of TinyEditor do you use?
I just installed on my Test site, and it works w/o problems:
XOOPS Version - XOOPS 2.3.1 RC
PHP Version - 5.2.6
MySQL Version - 5.0.51a-community-nt
Server API Version - apache2handler

Do you think, it would be possible for you to do following tests:
1) Re-install your original 2.0.13.2 site
2) Update it to 2.0.18.2
3) test, if it works properly
4) If yes, try to upgrade it to 2.3.1
5) Test again if it works.
The reason I'm asking is that we've updated the XOOPS Website from 2.0.18.2 without any major problems.
So I'm curious if the problems that you had are more related to:
a) upgrade from 2.0.13.2 to 2.3.x or
b) your modules/configuration
If your upgrade to 2.0.18.2 works perfectly, then obviously there is a problem in upgrading from 2.0.18.2 to 2.3.x.
But if not, it might be that there are some problems on the way from 2.0.13.2 to 2.0.18.2, and it might have nothing to do with 2.3.x.
We're just trying to narrow the issues. Thanks!

Ghia is of course right - once the hacker is inside and has access to your passwords, nothing can stop him. Trust_path is to make it more difficult to get into the system.
