A full description of the issue: Blocks on the front page will not load and show up the title of the block shows up but the html content is blank. I have tryed deleting and re-doing blocks, and all the privildges are set properly.

make sure templates_c & cache folders are writable (chmod 777) or (755 if your server is running php with phpsuexec)

does anyone know how I can chmod on a local host with this server software: XAMPP for Windows Version 1.5.1
