mine seems to take a full five seconds to load a page, and users are reporting the same thing.

There can be many causes for this. I suggest to read this interesting article I found on XOOPS China.

There is a significant difference in load times between browswera IE and Firefox - have you done a comparison? I was quite impressed and use firefox for speedier loading.
