In XOOPS 2.2.3, can the admin acivate a user?

if so, how please?

It's a test site I'm working on - to test with different user groups

In your admin section, you'd go to Modules-->Extended Profiles-->Users. From there, you can manipulate your site's users. To edit a user, you would click on the link that says "List," select the user from the pop-up window and then close the pop up. The user's name should be displayed above the "List" link. Click "Edit" and you're good to go.

Hey , i have a few users registering, and even under the extended list i cant see anywhere to activate the users... and the drop down list of users is empty.... ???

Do you have it set for activation by admin in the administration/system/preferences/extented profile preferences/general settings?

Also under administration/extended profiles/users/edit users the drop down menu may be empty there (not sure why), but when you click on the "LIST" link just below the Edit User drop down menu it should open a pop up window and you should at least see Your User name there, ie; Webmaster.
