In it's current form, XOOPS is a stand-alone Content Management System that gives you the ablilty to choose what modules you want to have available on your site.

Regarding porting forum mods, do you mean that you already have a forum and you want to copy its posts to a XOOPS forum module?
Database usage will really depend on what type of site you're running, how many concurrent users...., but I can honestly tell you that database loads has never been a big problem for me on any of my sites.
