could you check cache folder is writable by server ( chmode=777) ?
what is your XOOPS version?
what is your language?

But haven't correct answer for problem.
If you'll see at error string, you'll see include one line above - but there aren't such file in class folder.
From other side - I installed today 2 new hosts from scratch (2.0.9.2 prepared from 2.7.3 using all patches) without any error
