I am woundering if there is a translation module that can allow users to change from one language to another. with in xoops

There is a language module. Look here to see it in action: DJVF. Is this what you want?

An improved version is being worked on as we speak, so stay tuned (more to come later elsewhere on this site).

Here is the hack :
XOOPS Multilingual

You can configure it with as many languages as you want.
