The install calls for CHMOD changes to folders Uploads, Cache, Templates_C and file Mainfile.php 777

Is there an easy way to do this?

I've got a SmartFTP, but it seems to look at the local server as Windows explorer sees it. I can't get permissions other than those through properties.

I guess I could go through MODE command, but since I may be doing this a lot I thought I'd ask.

If you're on a windows machine, you don't have to chmod the files and folder, by default, every file and folder has full read, write and execute rights (777 on a unix machine).
