Personally I don't think that XOOPS itself is limiting the creative use of themes, but the imagination of the users is (no offence meant here). Since XOOPS uses HTML and Smarty, a LOT is possible. Almost any TemplateMonster template can be converted to XOOPS, if the designer knows how XOOPS's theming and templating works. It will require customisation of templates (which I agree can be a lot of work), but then everything is possible. Take Draven's sites for example: www.gaining-mass.com and www.fantasyasylum.com and www.fantasyref.com, they all show XOOPS powered sites with lots of customisation done. The fact that not many people do this doesn't mean that the system can't do it...
