How to do a drop down text gadget

How do you create a drop down text gadget? I would like to fill it out from a DB table. Would this be done through Smarty? I'm trying to learn the basics first and need some advice on if I should use smarty right from the beginning or just use the XOOPS API first... I'm not exactly sure what smarty does over and above the XOOPS API.

Hi,

Personally here is my opinion
When you are in the admin panel, use XoopsThemeForm and when it's a form for the users, use Smarty.
