How to change block order?

I need to move block to the top.
I have 5 blocks and I wont to move last to the top of page.

to have free order for central block i was thinking to go to preferences and selct NONE to start module selection, then create a custom central block called News (php script) with news contents and put it in the main page. In this way i could decide the order for all my central/central blocks.
I'm not a coder so please could u suggest me what code to put in my custom block to display my news content????
