There is no PM function for anonymous users. It's part of the User Menu, which is only for registered and logged in users (therefore, not anonymous). People can delete their accounts after they have sent you a PM, and thus making them displayed as Anonymous, but that isn not the same. If you want it more clear, you can change the name of the Amonymous users in the general settings page in the system admin.

how about when a anonymous user logins and click on one of the user..

wouldn't there be a PM button ?

anonymous users can't login. That's why they're anonymous

might use the wrong word for tat.

how about WHEn the USER types in the site's URL and click on one on of the member's prfoile..

would there be a PM button there?

No. The button is only available to logged-in users.
