Sorry, totally misunderstood your question when first reading it. I thought you were just looking for a way to display google ads, not trying to target their contents.
Very interesting topic as both myself and one of my friends has also been noticing a huge drop in releveant ads being displayed, and of course this is accompanied with a huge drop in revenue. My revenue raised this month from google ads is on target to be just 22% of what it was in my first month, and my friend is much the same and is on target for just 24% of what he started off with. Funny how they recently made changes to Adsense recently and now it seems there are XOOPS based (and possibly others, I don't know) sites that are now not getting relevant adds

I haven't tried using the framed site setting, but I have been using a custom block since day one which outlines the details of my site. I also wrote to google just last week with my concerns regarding getting relevant ad feeds, and I seem to have gottena fairly generic sounding response saying pretty much as above in that google's crawlers are unable to find enough text based content. THing is I haven't changed a thing apart from adding a few news stories. My welcome block has been the same since I launced the site 6 months ago and when I first started using google adsense I never had any trouble getting relevant ads.
I'll try rewording my welcome block to include as many keywords as possible, but I'm not 100% that it'll do anything.
