I saw web site using at the index page (xoops ) wf section
and news module it appears on the first page .
how we can use this on the first page

Use the Spotlight module (do a search for that on this site), it has two blocks: one for news and one for wf-sections.

I use custom blocks on my homepage. You will not find them included in XOOPS or it's modules. It's not very difficult to do these yourself. I just had a very specific need and layout, so I made ones to fit them.
