Posting this question 3 times doesn't get it solved quicker. Please post your questions only once. Especially since this is the XOOPS forum, where support for XOOPS is given. Your question is not XOOPS but server config related.
If your provider blocks port 80 and 8080, it probably means it doesn't want you to run a webserver. No-ip.org also uses the 80 port, so that is bound to fail as well. I suggest putting your website on a webserver, or getting a new ISP.
