Ok, another way in to reset permissions etc is like this:
login to your site,
go to site administration page,
enter this address into your browser
http://yoursite.com/modules/system/admin.php?fct=groups

This should return the groups settings page

Then you have to give the webmaster all system admin rights. Make sure you tick everything.

update the settings. You should be able to see your blocks again.

Quick tip on Fantastico. If you need to update Xoops, you may run into permission problems becasue the owner is actually the server, not the user (you) I had to reinstall into my site root to get full control over the file permissions. The problem I had was that I could not over write files via ftp that were owned by the server. I had to manualy delete any files that were to be updated and 'then' upload the new files. It was an oddity that really irked me with my host and Fantastico. Plus, Fantastico will not allow you to install in your web root, it has to be in a sub directory, like yoursite.com/xoops, which is pretty hard for me to live with.

Anywho...

Thanks everyone for helping me try to figure this out. Everything is back now and working. I was extremely frustrated and it was awesome to see you all reach out to help. Well I finally found out what was up. I mailed support at my webhost and this is what they told me. "Quote:
The issue was because of some of the errors in the /tmp partition on the server. We have corrected it and now everything is working fine.

Sometimes it is the webhost's fault. It's always a good idea to check with your support people for your webhost provider too when you encounter problems with your site that happen out of the blue.

I'm very glad for you, that you got your site working right again, LilDevil!

thanks robekras, that's what did it in for me. any idea how this happened? all those checkboxes were unchecked in my administrator account.
