Dont know if it could give a good way to solve your problem,
but with chrome,
i used a plugin for cache :

Very usefull when i developped on a new theme.

Other idea :

/modules/system/admin.php?fct=preferences&op=show&confcat_id=1#theme_fromfile

"Check templates for modifications?" should be "Yes" for dev.

Maybe then the problem is with your server, or with your folder permissions?

I would complain with your server provider that you can't delete all the files at once.

In the meantime, you can also try this workaround:

- create a new folder "smarty_cache0" in /xoops_data/caches/
- rename the "smarty_cache" to "smarty_cache1"
- rename the "smarty_cache0" to "smarty_cache"
- delete "smarty_cache1"

Do it with the other folders.
