But I tell ya what...that darn thing is giving me a headache LOL I am not sure how come the XOOPS finally left but I still can not seem to get the favicon that I want to use to work except on admin pages. Any suggestions?

It depends on your themes and directory structure. Check the html source code of your page to see the location (< link rel="shortcut icon" ...).
Default is root (/favicon.ico).

To change favicon everywhere you must change all the favicons.

xoopsroot/favicon.ico
xoopsroot/themes/default/icons/favicon.png
xoopsroot/themes/default/icons/favicon.ico

If you change all these then you are good to smile.

Aww The PNG thing that is what was screwing with me all this time! Thanks so much that helped a lot and yeah now I am smiling

I'm digging up the dead... xbootstrap doesn't have an "icons" directory.
And although the blue bubble thang isn't ugly, it doesn't go with my decor.

Where are all the instances of favicon.ico and favicon.png located in the bootstrap theme?

If you simply put an file named favicon.ico at the root of your public HTML folder, most of modern browsers will show it, no code needed...
