WF-Links is a module for displaying web links and other links to places on the web, securely made forms with refereer SEO Code to unlock submission form. It allows various weblinks & blocks content to allow for website links to list themselves within your XOOPS Site with a refereer code.

no it has different features like SEO Refereer codes for people to put a link on your links for those people.
