I want to create menu tabs similar to this site's Current, Former and Future Students, Business and Industry, and Community tabs.

What module best suits this need?

Eg MultiMenu, but there are also themes that offer an horizontal menu in the header. These can be incorporated in your current theme as well.

I installed MultiMenu, but I can't make sense of it.

I have a horizontal menu already, but I am not sure how to make the tabs lead to specific URLs rather than module pages.
