Don't! Keep your problem together. The threads are merged.

ok, i took /public_html out of mainfile.php and I'm still getting these errors
I have more the impression that it was missing!

Does anyone know why I'm getting these errors?
If you have the right version of the test with the right version of the XOOPS files, then there should be no errors.
Except for some files which you have modified for some reason on purpose (eg style.css).
Sometimes FTP can not upload and overwriting existing files.
You can then retry the operation by first deleting the files.
In the end all files should match.
Except the intentionnaly modified ones. For these do a file compare and make the modifications to the new version of them.

I'm thinking that it would be a lot easier to get my old site running if I did a clean install with all the updated modules and then inserted the mysql tables from the old database
This is only in the case when there are no database changes between the old and new versions. I wouldn't do that.
Recommandation is to test your old modules with the new XOOPS on a local server eg XAMPP. And then testing also the upgrades for the various modules.
Or starting with a backup of your site doing the upgrade localy.
If you know which problems to expect, you can do it on the server.

So, if I can get it running, and then do an upgrade, do I have to do the upgrade in baby steps (all the upgrades one at a time), or just one upgrade up to 2.4.4?

And when I do get it running in it's original version, I'm getting rid of a bunch of the modules I had.

No, the upgrade procedure can be done from 2.0.16 direct to 2.4.4 (see release notes). But as this is a major upgrade, a dry run on your local PC on a restored full backup of your server is adviced.

Using WAMP, if i set the xoops files and directories in the www root i get the error

Maybe try XAMPP 1.7 with PHP 5.2.8 (not the latest XAMPP with 5.3, because that will giive other problems).

Do you use gzip compression in the general preferences?
Try to set it off (with phpMyAdmin in table xoops_config option 14? gzip_compression = 0).

in xoops_config gzip compression I've got
conf_id 9
conf_modid 0
conf_catid 1
conf_value 1
conf_order 16

which one do I change to zero (0)?
