Well there is only one of me here.. I don't have a testing team unfortunately maybe though in the future.
Change like 17 to the following:
foreach(array('0' => 'all', '1' => urlencode(XOOPS_URL)) as $key => $value)
That secion line 12 to 19 should then looks like:
