as proposed in this
"letter to community"'s comment, here are some quickly thoughts.
Those are only quick words, please propose enhancements and new wordings. Some will turn those words into phrases as soon as our ideas will be defined and accepted by the community.
What is the XOOPS project

- and XOOPS local support communities
what is XOOPS ?

- minimalist but extensible CMS (or ECM?)
- object oriented
- with a Versatile/ flexible Group Permissions System
- secure
- Ease-of-use
- Large choice of add-ons (modules, themes)

what is the XOOPS project vision?

- move forward to a more professional platform
- keep the out of box concept
- offer the best modular platform for web php based applications
(etc.)
How is its community ?= the XOOPS community manifest

- the community recognize the strengh of opensource development, and incitate each member to share knowledge
- each member is able to hear others opinion. It's up to each to convince others by discussion
- recognize the role of past founders/active members/lead developers without denigration
- is willing to develope innovation by maintaining friendly atmospheere, and ask each member, for that purpose, to act with humility and the willing of helping other members
- recognize the benefit of participative attidudes, cooperation, team building, and true/fair relationships,
- and finaly wants to promote opensource spirit/attitudes and to federate its members energies for the benefit of their client and their own (the powered by you concept)
