CBB 3.08 is the latest version and you need the latest Frameworks and xoopseditors.
Make sure that you have put the folders in their correct place, i.e.:
website_root/class/xoopseditor
website_root/Frameworks
website_root/modules/newbb
Make sure that there are no "nested" directories in those that you have uploaded.

The only differences between your set-up and mine are:
1. I have installed the separate xoopspoll module
2. Mine says "GD2 library: Autodetected: bundled (2.0.28 compatible)"

If all the uploads are in the right place then it could be a corrupted upload. Try uploading again.
