I run a XOOPS site for a local club but i dont no how to go out designing a theme for the site could somebody help me please.

You can also check out peoples themes. Many in the community will give theirs away with few strings attached.

Aside from these suggestions, if you were more specific about what you were looking for...

I can say that my experience with xoopsdesign has been outstanding.

There are tons of themes available throughout the community.
