What should the read, write and exec permissions be set at for the templates_c folder?

It contains cached versions of the Smarty templates used by Xoops/modules. Not a security risk AFAIK. You can safely delete the contents of the folder if you are troubleshooting a template issue. The files will be re-created next time you use a module.
