I own a MacBook and can use XOOPS just fine.
XOOPS is a script you install on a webserver. A Mac is, by default, not configured as a webserver. You can do this easily, however. Search for MAMP, an application that lets you run a local webserver with PHP and MySQL installed.
However, this doesn't make it possible for others to visit your website.
What you need to do is get yourself some cheap but reliable webhosting, and use that. You can upload files from your Mac using Transmit FTP client (I like it), and use the stuffit app to extract the archives. The rest all goes through the webbrowser, and you can use Safari for that, or Firefox for Mac, or whatever you want to use.
